I really dig these downtown heritage buildings - photographed by Mr. Cool Composition, Peter Kelly. Just imagine what this pic would look like if the Petrie building owner cared about preservation.

It is really easy to spend other people's money. Why don't you approach the owner of the building and offer to assist him or her with raising money to restore the building.
By the way I saw a picture recently from the 1920's I believe that looked like the windows at on the top floor were boarded up even then. The quality of the picture was poor and I can't be sure but it looked that way.
